Bolton-Le-Moors Car Club
The MSC National Court met today to enquire under Regulation
A3.3 into the organisation of the Bolton Midnight Rally, held
on 6-7 October 2007, which was organised by the Bolton-Le-Moors
Car Club Ltd (BLMCC).
In particular it was alleged that the event contravened a
number of MSA Regulations and Motor Vehicle Competitions and
Trials Regulations as detailed to the Court.
Having heard evidence from Mr M Hearsy, Mr S Mather and Mr
N Bye on behalf of BLMCC and Mr S Fowler, MSA Competitions
and Clubs Manager, the Court finds that the following regulations
were contravened:
K3.4.1; K22.1.1; C15.1.1; C14.1; B8.4; B8.1.4; K15.4; B13.2.4;
K15.4
In addition, the Court finds that the following Motor Vehicle
Competitions and Trials Regulations were contravened:
Unauthorised route additional mileage should have taken the
event permit fees into a higher band
Nine unauthorised locations of Time Controls
The Court accordingly suspended BLMCC from organising Road
Rallies for a period of two years, such penalty itself to
be suspended for a period of two years (under Regulation O.2.1.5),
subject to any future Road Rally being observed by two MSA-appointed
Observers and satisfactory reports being submitted to the
Motor Sports Association.
In addition, BLMCC was fined £500 and a £250
contribution towards costs was ordered.
